County Executive

Wade Creswell, County Executive

A third-generation native of Kingston, Wade Creswell was elected as Roane County Executive and Chief Financial Officer in August 2022. His deep family connection to the region traces back to his grandfathers, who served in the U.S. Navy during World War II before joining the historic workforce at the K-25 and X-10 sites.

Before taking office, Wade built a career centered on organizational leadership and regional collaboration. He served five years as President and CEO of the Roane Alliance unifying economic development, chamber of commerce, and tourism strategies and later led Community Engagement for Oak Ridge National Laboratory (ORNL). Today, he brings a “solutions-first” mindset to county government, fostering strong partnerships between municipal leadership, federal energy missions, and private industry.

Roles & Responsibilities

Under Tennessee law, the County Executive serves as the chief executive officer and chief financial officer for county government. The office provides general leadership, administrative supervision over county departments, and fiscal stewardship across all public funds.

Key responsibilities and organizational oversight include:
  • Financial Management & Fiscal Control: Serving as Chief Financial Officer, the Executive oversees annual budget preparation, audits claims, signs warrants, and directs general fiscal operations alongside Accounts & Budgets, Purchasing, Risk Management, and Human Resources.
  • County Operations & Community Services: Directing essential county public services, including the Office of Emergency Services, Animal Control, Parks & Recreation, Solid Waste & Recycling, and Veterans Affairs.
  • Planning, Administration & Public Records: Overseeing strategic growth, infrastructure development, and historical archives through the Deputy / Chief of Staff, supervising Planning & GIS, Building Codes & Zoning, Building & Grounds, Records Management, and Historian/Archives.
  • Intergovernmental Leadership: Serving as a nonvoting, ex-officio member of county legislative committees, boards, and commissions, presenting consolidated budget recommendations and executing legislative directives.

Executive Priorities & Community Progress

Through collaborative partnerships and disciplined budgeting, the Executive’s administration is driving historic economic momentum while maintaining strict fiscal responsibility:

  • Regional Partnerships: Spearheaded the 2023 founding of the Oak Ridge Corridor Development Corporation, a landmark partnership uniting Roane County, Anderson County, and the City of Oak Ridge to align long-term regional development.
  • Historic Economic Growth: Catalyzed ~$10 billion in private capital investment and the creation of 4,100+ new jobs. This expansion is anchored by Orano’s announcement in September 2024, representing the largest private capital investment in Tennessee state history, alongside major investments building out a nuclear energy and manufacturing ecosystem including TRISO-X, Oklo, Radiant Energy, BWXT, LIS Technologies, and commercial manufacturers Protomet and Malibu/Cobalt Boats.
  • Fiscal Stewardship: Exercised strict budget management, reducing the overall county budget by $4 million compared to three years ago and bringing the county property tax rate to its lowest level since 1906.
  • Community Infrastructure: Delivered essential facility and service additions, including opening a new ambulance station, establishing a new spay/neuter clinic, bringing the county jail into full state compliance, and securing funding for a new Roane County Health Department.
