Census is Coming. Are We Ready?

Not only does the data collected in the 2020 Census determine how many congressional seats will represent our way of life; it is the deciding factor in how much of the 675 billion dollar budget the Federal government will spend on Roane County. The 2020 Census will affect highway construction, public education, emergency services and so much more. If Roane County isn’t accurately represented, we will lose funding to other counties and states.

In preparation for this massive data gathering project, the Roane County Census Committee (RCCC) was formed on February 12th during a two-hour training and strategy session. The RCCC’s purpose is to ensure every Roane County resident is accurately represented.

The RCCC members are nominated from a wide diverse group of Roane County Community leaders:

  • Government Subcommittee – Carolyn Granger, former Roane County Commissioner
  • Education Subcommittee – Allan Reed, Roane County Schools Data Management Assistant.
  • Media Subcommittee – Corinne Shaw, United Way Community Impact Coordinator, and Hugh Willett, Editor of Roane County News
  • Faith-Based Subcommittee – Joe Eskridge, NAACP President
  • Business Subcommittee – Chamber of Alliance
  • Community-Based Subcommittee – Laura Conner, District Director of Roane and Morgan County Health Departments

Things have changed dramatically since the first census in 1790, but the need for accurate data remains constant. One major change and a potential challenge for this decennial’s census is the decision to shift to a predominantly online self-response system. Considering how great it is to retire in Roane County the RCCC will need to focus on helping our retired community navigate the new online process. No Tax Increase – Aug 2018

We are operating under the fiscal 2019 Budget. Thank you to the Roane County Budget Committee members: Darryl Meadows, Carolyn Granger, James Brummett, and Mike Hooks for their hard work on the fiscal 2019 budget. Many improvements have been made over the years in budget planning and preparation with the county establishing a solid financial foundation to help make long-term decisions. The Budget Committee held a public hearing, followed by a budget committee meeting and finally a County Commission work session. The County Commission unanimously approved the Appropriation Resolution and Tax Resolution.

Some highlights of the budget include:

  • A 2% raise for general government employees
  • Approval of the Seventh Capital Improvement Plan for the general government
  • A continuation of the multi-year debt budgets
  • Allocation of funds to purchase the final property for the jail improvement project
  • Plans for a Rockwood ambulance station

Topics of Continued Deliberation Include:

  • We anticipate the school improvement plan discussion will continue in the coming months
  • The Wheel Tax will be considered on the November ballot

The county continues to purchase assets from current revenue instead of debt financing. This allows for the necessary replacements of ambulances and patrol cars as they approach obsolescence. Stay tuned to further Roane County Newsletters, as we will be announcing further improvements budgeted for the Office of Emergency Services and animal control.

A Path Forward Make Roane County Better – July 2018

We are finishing the 2019 Budget with hopefully an adoption by Commission on July 9th. A new Commission will be elected on August 2, 2018, which will consist of at least five (5) new commissioners. We welcome two (2) new commissioners who are running unopposed: Shannon Hester will be replacing Carolyn Granger, and Ben Gann will be replacing Todd Fink. Not seeking re-election are Peggy Collier, Renee Kelley, and Chris Johnson. With a number of new commissioners, a new fiscal year and a number of initiatives the staff has been working on are some of the items we are going to be addressing. We hope to have an orientation and planning session in mid-September for the newly seated Commission.

We are pleased to have put into place a financial infrastructure that helps us have a long term planning process. The planning of making County government begins with a “Vision,” and twice a year internally we aspire to create or refine our previous visions. We encourage you to help us in the process. Women’s History Month

Women’s History Month, recognized in March, is to honor those ladies who have made great contributions to our history. In the 1800s and early 1900s, all of the Roane County officials were male. The first female to hold an elected office was Dora C. Blye who became the Register of Deeds in 1922. Next was Mrs. Pearl Billings who became the trustee in 1945. Clara (Mrs. Josh) Fulks became the Circuit/Criminal Clerk in 1947. Mrs. Aetna Davis became the Election Registrar in 1950. Betty Till was first Property Assessor in 1976. The first female Clerk and Master were Marietta Roberts who started in 1977. Miss Lucy Smith was appointed Roane County school superintendent in 1891. Among the cities, Ruby Luckey became the first female mayor when she became mayor of Kingston in the 1980s. The first female county commissioner was Una Coffman who was elected in 1990 and retired in 2006. She was the Chairman of the County Commission from 1996 to her retirement. She has also officiated 506 marriages to this date. Since then Nadine Jackson and Carolyn Granger have served on the commission. We are so fortunate to have so many women pioneers who have served and continue to serve Roane County. “Do not stop thinking of life as an adventure.
