Job Summary
This is a highly responsible professional and managerial position within Roane County Government, focusing on the planning, preparation, and monitoring of the County’s budget. The role supports the Director of Accounts & Budgets by overseeing financial operations and managing departmental tasks and may act as the Director when necessary. Key responsibilities include preparing budget estimates and monitoring financial projections.
Qualifications
- A degree in Accounting, Finance, or Business is preferred; however, relevant experience may be considered.
- Applicants must have progressively responsible experience in county government, specifically in budget development, strategic planning, financial administration, and supervisory roles.
- Knowledge of generally accepted accounting principles and financial concepts.
- Knowledge of county government purchasing policies and procedures.
- Knowledge of developing, updating, and tracking revenues and expenditures.
- Ability to create and understand complex formulas and tables.
- Ability to articulate multifaceted formulas so they are easily understood.
- Ability to extract data for analysis and assist in development of recommendations regarding financial issues.
- Ability to assist others in developing and maintaining budgets.
- Ability to exercise consistent, objective and sound judgement in applying policies and procedures.
- Working knowledge of Microsoft Office software.
- Ability to demonstrate effective communication skills in both written and verbal formats.
- Ability to demonstrate strong interpersonal skills.
- Ability to establish and maintain working relationships at all levels of county government.
- Ability to coordinate project schedules and meet deadlines.
- Ability to maintain confidentiality and professionalism.

Responsibilities
- Collects, analyzes, and interprets data regarding a wide budget reporting.
- Ensure budget documents are prepared in accordance with Roane County guidelines.
- Maintains complex financial and budgetary spreadsheets and is prepared to discuss.
- Develops detailed revenue and expenditure projections and reports.
- Prepares budget versus actual data analysis.
- Compiles comparative and historical analysis for ongoing review of budgets.
- Prepare appropriate journal entries.
- Researches, prepares, and writes reports, summaries, memorandums, and documents as required.
- Identifies inconsistencies or significant variances to research and determine reason.
- Manages departmental staff as needed in the absence of Director.
- Develops and maintains strong working relationships with stakeholders to ensure accurate budget data for essential reporting needs.
- Collects data used and assists in the planning and preparation of the annual appropriation request.
- Monitors departments for potential expenditure overdrafts and initiates corrective action.
- Reviews financial reports prepared by other departments for accuracy.
- Attends meetings for projects and other related activities as required.
- Performs other related duties as assigned.
