The Purchasing Department contracts for and purchases all supplies, materials, equipment and contractual services required by county departments which expends or encumbers county funds. This also includes the rental of any machinery, buildings or equipment.

The Purchasing Department is governed by the Purchasing Law of 1957, T.C.A. §5-14-101-116, the policies outlined in the Roane County Purchasing Manual and the direction of the Purchasing Commission. The Purchasing Law of 1957 was adopted by the Quarterly Court of Roane County on March 12, 1973. The Roane County Purchasing Manual was updated and approved by the Roane County Commission on April 9, 2012. The Purchasing Agent is an appointee of the County Executive and requires confirmation by the county legislative body.
Certain services used by Roane County are obtained through an annual pre-qualification solicitation process rather than a one-time bid. These solicitations are advertised each year to identify qualified vendors who are vetted and made available for use by County departments as needs arise throughout the year. Pre-qualification allows vendors to be considered for work during the fiscal year but does not guarantee the award of any specific job.
