Job Summary
The County Building Official ensures compliance with state and local building codes by overseeing permit approvals, inspections, and code enforcement activities. This role provides technical guidance, supervises staff, and works closely with contractors, property owners, and professionals to support safe and compliant construction throughout Roane County.
Salary Range: $65,000-$70,000
Qualifications
- High school diploma or equivalent required; associate degree in construction, architecture, engineering, or a related field preferred.
- 5 years of experience in building inspection, construction, or codes enforcement.
- At least one (1) year of supervisory or administrative experience in a related field.
- Thorough knowledge of building systems, construction materials, and applicable ICC state and local building codes and enforcement procedures.
- Competency in reading blueprints, specifications, and technical documents.
- Proficiency in Microsoft Office and permitting and inspection software.
- Excellent communication skills for interacting with citizens, developers, and legal personnel.
- Ability to resolve disputes with professionalism and a customer-service mindset.
Minimum Certifications (Required):
- ICC Residential Building Inspector
- ICC Residential Plumbing Inspector
- ICC Residential Mechanical Inspector
- ICC Commercial Building Inspector
Desired Certifications (Preferred):
- ICC Commercial Plumbing Inspector
- ICC Commercial Mechanical Inspector
- ICC Fire Code Inspector
- ICC Zoning Inspector or Code Enforcement Officer Certification (CEOC)
Responsibilities
- Lead and manage the Building, Codes & Enforcement Department staff, including inspectors, code enforcement officers, and administrative personnel.
- Oversee permitting processes, inspection protocols, and code enforcement case management.
- Draft, interpret, and apply building codes and ordinances.
- Interpret and ensure compliance with all adopted ICC building codes and county ordinances.
- Review building plans and permit applications for code compliance.
- Advise on zoning regulations, nuisance violations, and property maintenance codes.
- Assist in resolving complex code or ordinance issues brought by the public or internal departments.
- Coordinate with Planning and legal counsel as needed.
- Monitor legislative and code changes and recommend updates to local policies.
- Represent the department at public meetings, boards, or hearings.
Working Conditions & Physical Demands
- Work is primarily office-based but includes regular visits to construction sites and county facilities.
- Must be able to sit or use a computer for extended periods.
- Requires the ability to review detailed documents and communicate clearly and effectively.
- Must be able to walk on uneven terrain, climb stairs, and occasionally lift up to 20 pounds.
- A valid driver’s license and ability to travel within the county are required.
