The Roane County Planning Department is responsible for administering and enforcing zoning regulations in the unincorporated areas of the county to ensure orderly development and consistency with adopted land use plans. Within the incorporated cities of Kingston, Harriman, and Rockwood, zoning is governed by each municipality; however, the county works closely with these cities to support coordinated planning efforts, regional growth management, and consistent development standards where appropriate.
